School Safety Regulations

CAMPUS SECURITY

The Ocean County Vocational Technical Schools seek to ensure a safe and healthy learning environment for all those using our facilities. There are five school campuses and three off-site locations throughout Ocean County. The building administrator serves as the campus security officer in each of our school locations. Administrators are present between the hours of 7:30 AM and 10:00 PM, Monday through Friday.

Buildings are locked each night by 11:00 PM and opened again at 7:30 AM, Monday through Friday. Each building is equipped with a full intrusion alarm system, motion detectors, door contacts, and glass breaks whenever they are locked on weekdays and throughout the weekend. Local police patrol campuses upon request and are called in immediately when there is a problem. The CTI campus is patrolled 24 hours a day by the Navy Base Security.

Safety is everyone's job. Anyone knowing of an unsafe condition, crime, or an emergency situation at the Ocean County Vocational Technical Schools should report it immediately to the building administrator. The building administrator will provide prompt and courteous assistance and will contact the appropriate law enforcement or emergency agencies when necessary.

CAMPUS ACCESS

Individuals may have access to campus buildings during hours of regular operation. Buildings are closed on weekends and opened by permit with prior Board of Education approval.

In accordance with the Crime Awareness and Campus Security Act, all students and employees will receive updated security information annually. Student applicants and enrolled students will receive information on safety policies and procedures.

SUBSTANCE ABUSE

The Ocean County Vocational Technical Schools offer a variety of services involving substance abuse assistance programs for students and employees.

Students can be referred to these services by teachers, administrators, or by themselves. Upon referral, any combination of the following services may be given:

-Assessment and referral for urine drug screening
-Individual/group counseling
-Referral to appropriate and accessible treatment in the community
-Referral to a self-help group
-Family support/intervention and case management

SEXUAL ASSAULT

Sex offenses violate criminal law and school regulations. Any reported violation will be treated quickly through legal avenues and/or established school disciplinary procedures as defined in the District's Policy and Procedure Manual and the Crisis Management Plan found in the main office at each campus. In reporting a sex offense, the building administrator should be contacted immediately and will notify the police and appropriate agencies.

SEXUAL HARASSMENT

Any student who wishes to file a complaint of sexual harassment by any staff member or student should contact the District Affirmative Action Officer, Building Principal, Teacher, or Guidance Counselor for counseling and appropriate action.

MENTAL HEALTH COUNSELING FOR VICTIMS OF SEX OFFENSES

The Ocean County Vocational Technical Schools do not provide mental health counseling. Our professional staff can assist in making appropriate referrals to professional services throughout the county.

ALCOHOL AND DRUG POLICY 5131.6

The Ocean County Vocational Technical Schools Board of Education is cognizant of the experimentation and use by some school youths of alcohol, controlled dangerous substances and other potentially harmful chemical substances and/or compounds. It, therefore, directs that the harmful physical and psychological effects incurred by such use, the disciplinary consequences and legal implications be a prime concern of its education program.

The board of education's policy regarding alcoholic beverages, controlled dangerous substances and any other potentially dangerous chemical substances or compounds is as follows:

1. It is prohibited to sell, distribute, use or possess alcoholic beverages, controlled dangerous substances and any other potentially dangerous chemical substances and/or compounds, under the jurisdiction of the school. Any student involved in these acts shall be subject to suspension, possible expulsion and referral to the police.

2. It is prohibited to be in a state of intoxication, or to be under the influence of alcoholic beverages, controlled dangerous substances and/or any other potentially dangerous chemical substances or compounds not prescribed by a physician, while under the jurisdiction of the school. Any person found to be in such state, or under such influences, shall be subject to disciplinary action including the penalties specified in (1) above.

3. It is prohibited to use or be in possession of alcoholic beverages, controlled dangerous substances and any other potentially harmful dangerous chemical substances and/or compounds not prescribed by a physician, while under the jurisdiction of the school. This prohibition applies to possession of the above mentioned, whether carried on the person, or stored in a locker, car or elsewhere. Any person violating this prohibition shall be subject to disciplinary action including the penalties specified in (1) above.

4. Any student required by a physician to take any medication during the school day must do so in the presence of the school nurse, building administrator or his/her designee. The nurse or the building administrator shall keep prescription drugs for the students, unless the student's physician specified in writing to the building administrator that the student must keep the medication on his/her person at all times in case the student needs to self-medicate because of a life threatening condition.

5. Each staff member has the right to privileged conversation with a student and the administrator on behalf of the student in order to seek help for the student.

6. The board will cooperate and consult with local, state, federal and/or private agencies approved by the Department of Health in the development and implementation of this policy and procedures, and in the annual review.

7. The chief school administrator shall take such steps as may be necessary to notify, on an annual basis, all students and their parents/guardians, the community and appropriate law enforcement agencies of this board policy and to make it available for review. The board of education recognizes that an effective educational approach, promoting accurate information and positive decision-making skills, is the first step in preventing a student from becoming harmfully involved with drugs.

8. In compliance with 42CFR Part 2, all information disclosed to an alcohol and other drug abuse service provider shall be subject to federal confidentiality regulations.

9. Parent/guardian educational programs will be provided by substance abuse coordinators and by parent teacher associations and organizations at the sending district.

10. In view of the fact that the Ocean County Vocational-Technical School is a shared-time district, drug education curriculum required by N.J.A.C. 6:29-6.6., will be implemented at the sending school.

11. The Ocean County Vocational-Technical Schools' board recognizing it's responsibility to ensure continuing cooperation between school staff and law enforcement authorities in all matters relating to the use, possession and distribution of controlled dangerous substances and any paraphernalia on school property has established a formal Memorandum of Agreement with the appropriate law enforcement authorities in accordance with N.J.A.C. 6:29-10 Safe and Drug Free Schools. This board policy and procedures were written in consultation with the county prosecutor and approved by the county superintendent of schools.

Any staff member who reports a student to the building administrator or his/her designee shall not be liable in civil damages as a result of making such a report as specified in N.J.S.A. 18A:40A-13 and N.J.S.A. 18A:40A-14
