The Ocean County Vocational Technical School District (OCVTS) is proud to announce two major milestones that will expand opportunities for students and strengthen workforce development across Ocean County. PROGRAM AREA \ COURSE OF STUDY SEPTEMBER 15, 2025 OCVTS Hosts Ribbon-Cutting Ceremonies Showcasing Major Expansion and Renovation Projects to Fuel Workforce Development in Ocean County OCVTS Hosts Ribbon-Cutting Ceremonies Showcasing Major Expansion and Renovation Projects to Fuel Workforce Development in Ocean County Nicholas Spiech, OCVTS SEPTEMBER 15, 2025 The Ocean County Vocational Technical School District (OCVTS) is proud to announce two major milestones that will expand opportunities for students and strengthen workforce development across Ocean County. On September 15, Ocean County Commissioners Frank Sadeghi, Robert Arace, and Jennifer Bacchione joined OCVTS for ribbon-cutting ceremonies at two transformative projects. The first celebration marked the Jackson Center Expansion Project—a 24,865 sq. ft. addition to our Jackson Center at 850 Toms River Road. The expansion features four brand-new state-of-the-art shops, four modern classrooms, and an upgraded security vestibule. With capacity for 192 students, the new space prepares students for high-demand careers in Electrical, Plumbing, Welding, and Medical Assisting. Students will gain hands-on training using industry-standard tools and credentials that lead directly to meaningful, good-paying jobs. This project was made possible in part through the Securing Our Children’s Future Bond Act. The second milestone is the relocation of the Academy of Law & Public Safety (ALPS). Beginning in Fall 2025, ALPS will move from its Waretown location into the newly renovated Russell Building at Ocean County College—currently home to our Pre-Nursing program. This relocation and renovation project not only enhances the partnership between OCVTS and Ocean County College, but it also opens the door for ALPS students to graduate with both a high school diploma and college credits. At ALPS, students experience a full-time, themed high school program where they receive hands-on training in law enforcement, homeland security, and public safety, while building a strong academic foundation and future career pathway. Importantly, the move will also allow OCVTS to launch three additional trades-related programs at the Waretown location, further expanding options for students interested in pursuing skilled career paths. Beyond its educational impact, this expansion holds broader significance for the local community. The projects are expected to create jobs, foster partnerships with local businesses in the construction and medical fields, and generate lasting economic benefits that will ripple throughout the region. Together, these initiatives reflect OCVTS’s mission to prepare students with the skills, training, and opportunities needed to succeed in today’s workforce—and to ensure Ocean County continues to thrive. Briana Naden showcased remarkable skill in the Screen-Printing Technology competition, earning 2nd place and a silver medal. Ocean County Vocational Technical Schools also celebrates Jeffrey Ni for his outstanding performance in the Related Technical Math competition, where he also secured 2nd place and a silver medal. These exceptional accomplishments highlight the students' dedication and the high-quality education provided by the Ocean County Vocational Technical School District. In addition to these top award winners, several other students demonstrated exemplary talent and commitment across a range of skilled trades and technical disciplines. Melanye Perez, a student in the Design and Visual Communications program, represented the district in the Photography competition. Autumn Santana, a dedicated student in the Cosmetology program, competed with professionalism and creativity in the Post-Secondary Cosmetology competition. OCVTS, offers a wide range of career and technical training programs in the area of Service Occupations: Child Care Professions; Cosmetology; & Culinary Arts. PROGRAM AREA \ COURSE OF STUDY COURSE OF STUDY SERVICE OCCUPATIONS Culinary Arts; Cosmetology; Human Development & Childcare; Legal Studies & Paralegal Practice AN INDUSTRY-LEADING LEARNING EXPERIENCE En Español COSMETOLOGY 2 YEAR / 1000 HOURS / BRICK / JACKSON / TOMS RIVER / WARETOWN The Cosmetology Program provides instruction in the skills required to take the New Jersey State Board of Cosmetology licensing exam. The skills taught relate to the major areas of instruction including hair, skin, nail services and barbering, as well as business management and ownership. Curriculum content will cover: sterilization and sanitation procedures; techniques to cut, shape, set, style, color and highlight hair, permanent wave and chemical relaxing techniques, temporary hair removal, waxing, shaving for men, makeup application, facials, manicures, pedicures, nail enhancements, salon receptionist functions, maintenance of individual client records, care and styling of wigs, thermal pressing and curling. Students also participate in clinical experiences on site, which provide hands on training in Cosmetology services. Consistent attendance is crucial for completion of the 1000-hour requirement, as dictated by the New Jersey State Board of Cosmetology. Please be aware that in order to sit for the state licensing exam all students must have a valid social security number or tax number ID number, a valid government issued photo ID and a secondary proof of identification (does not need to be a photo ID), and a high school diploma; a home educated diploma will not be recognized for licensure. Home-educated students must obtain their High School Equivalency Diploma to apply for their New Jersey State Board of Cosmetology license. The Below Options (2 & 3) are for Adult Students. Areas of concentration during year one include the following: Dining Room Service, covering professional service skills; banquet service; beverage and mixology, including barista skills. Culinary Arts I focuses on basic cooking methods, safety and sanitation (including ServSafe), knife skills, stocks, soups, sauces, salads and sandwiches. Fundamentals of Baking involves identification and function of the most common baking ingredients, quick bread production methods, yeast raised doughs, cookies pies and tart production. Bakeshop weights and measures, metric measurements and mixing methods. Areas of concentration during year two include: Culinary Arts II - basic meat cutting, smoking, and advanced cooking methodology such as sous vide cookery and molecular gastronomy. Students gain experience supervising and guiding preschoolers, ages 3-5, in a developmentally appropriate nursery school setting within the classroom. Students develop skills in: performing health, safety and sanitation activities; assisting with planning and guiding curriculum experiences in art, creative movement, language arts, math, music, nutrition, pre-reading/pre-writing, and science; supervising daily routines, transitions and meals; creating instructional games and visual aids. In addition, Job Shadowing/Mentoring is offered in community child care centers. Students can earn instructional hours towards the Child Development Associate (CDA), a nationally recognized credential, equivalent to group teacher certification. Graduates may continue their education in the early childhood field through college courses leading to New Jersey teacher certification. - Career Classroom: Employment needs drive development of new career-based training programs
New Jersey's county vocational-technical schools continue to respond to workforce needs. One of OCVTS's heavy equipment programs grabbed the attention of enthusiastic industry partners Eosso Brothers Paving and Earle, which led to the summer employment of high schoolers. PROGRAM AREA \ COURSE OF STUDY AUG 25, 2021 Career Classroom: Employment needs drive development of new career-based training programs Career Classroom: Employment needs drive development of new career-based training programs ROI-NJ AUG 25, 2021 Last fall, Ocean County Vocational Technical School launched a two-year heavy equipment operator program for high school students. Only the second program of its kind in the state, the enthusiastic response from industry partners validated the need for this focused training program and others. Two OCVTS industry partners stretched learning through the summer with on-the-job-training for HEOP students. Such experiences are wins for students, schools and employers. “These kids have an edge, so we want to invest in them,” said Thomas Eosso, whose family-owned company, Eosso Brothers Paving, took on four of the students this summer. “Our mindset is that we give them a good, valuable experience and they will stay with us.” Michael Earle, president of Earle Residential-Commercial, hired three OCVTS HEOP students to work with his team on a part-time basis this summer. Earle was an early supporter of HEOP at OCVTS, providing a match for grants that helped get the program off the ground with the purchase of simulators for early training. “Our industry should continue looking for ways to partner with vocational-technical schools to create solutions to our workforce needs,” Earle said. “(Employers should) be proactive and get involved to help the younger generation discover their interests, build their skills and create successful careers.” Another OCVTS partner has already taken those proactive steps to be part of the solution in his industry. John Schleicher, owner of Jersey Shore Plumbing & Design, volunteered to serve on an advisory committee for a new plumbing program starting this fall. As he and the other industry representatives shared their frustrations with finding skilled employees, he became increasingly invested in the success of the program. He applied to be the program’s instructor — and got the job. “We previously had a plumbing program, but it ended more than five years ago following a decline in enrollment,” OCVTS Curriculum Director Gary MacDonald said. “Our partners in the plumbing industry helped bring it back by stressing the need for this type of training; they said nobody was in the pipeline to take over when current employees leave. Only the second program of its kind in the state, the enthusiastic response from industry partners validated the need for this focused training program and others. Two OCVTS industry partners stretched learning through the summer with on-the-job-training for HEOP students. Such experiences are wins for students, schools and employers. “These kids have an edge, so we want to invest in them,” said Thomas Eosso, whose family-owned company, Eosso Brothers Paving, took on four of the students this summer. “Our mindset is that we give them a good, valuable experience and they will stay with us.” Michael Earle, president of Earle Residential-Commercial, hired three OCVTS HEOP students to work with his team on a part-time basis this summer. Earle was an early supporter of HEOP at OCVTS, providing a match for grants that helped get the program off the ground with the purchase of simulators for early training. “Our industry should continue looking for ways to partner with vocational-technical schools to create solutions to our workforce needs,” Earle said. “(Employers should) be proactive and get involved to help the younger generation discover their interests, build their skills and create successful careers.” Another OCVTS partner has already taken those proactive steps to be part of the solution in his industry. John Schleicher, owner of Jersey Shore Plumbing & Design, volunteered to serve on an advisory committee for a new plumbing program starting this fall. As he and the other industry representatives shared their frustrations with finding skilled employees, he became increasingly invested in the success of the program. He applied to be the program’s instructor — and got the job. “We previously had a plumbing program, but it ended more than five years ago following a decline in enrollment,” OCVTS Curriculum Director Gary MacDonald said. “Our partners in the plumbing industry helped bring it back by stressing the need for this type of training; they said nobody was in the pipeline to take over when current employees leave. SkillsUSA is a national organization which provides quality educational experiences for students in leadership, teamwork, citizenship and character development. The students competed in over 46 different career-skills events against other high school and post-secondary students from all regions of New Jersey. OCVTS students received an astounding 41 medals overall; 15 gold, 18 silver and 9 bronze. It was a fun night of food and fundraising at the RWJBarnabas Health Arena in Toms River on Monday night at the 28th Annual International Chefs' Night Out. The evening included over 40 food, dessert and beverage vendors from around Ocean County, providing endless options for an incredible evening of sweet and savory sampling. The event was held at the RWJBarnabas Health Arena, 1245 Old Freehold Rd, Toms River, NJ on Monday, March 3, 2025. The event’s proceeds exceeded $85,000 to fund student scholarships and grants for OCVTS instructional equipment and technology. The evening included over 40 food, dessert and beverage vendors from around Ocean County, providing endless options for an incredible evening of sweet and savory sampling. The OCVTS Culinary team was on site, serving their culinary masterpieces alongside their chef instructors. An incredible gift auction featuring over $48,000 in cash and prizes was held, along with a mega 50/50 raffle valued at over $10,000. Tori Thompson was the winner of the mega 50/50 raffle and took home $4,445 The Chef’s Night Out Fundraising event started in 1996 and has become the foundation’s biggest fundraiser of the year. The Foundation was established in 1994 to help ensure a quality education for the students of Ocean County Vocational Technical School (OCVTS). PROGRAM AREA \ COURSE OF STUDY COURSE OF STUDY TRANSPORTATION TECHNOLOGIES Diesel Engine Technology; Automotive Technology; Collision Repair; & Marine Service Technology AN INDUSTRY-LEADING LEARNING EXPERIENCE En Español AUTOMOTIVE TECHNOLOGY 2 YEAR / 900 HOURS / BRICK / JACKSON/ WARETOWN This ASE certified, STEM-based program prepares students for entry into the exciting and challenging career field of Automotive Technology. Students will be introduced to major concepts and theories of maintenance, service and repairs on modern automobiles. Students are instructed on shop safety and proper usage of tools and equipment. We use modern and relevant tools and shop equipment for instruction and incorporate work-based learning to expose students to the automotive field. Upon successful completion, students are prepared for entry-level employment in the automotive field and will have acquired the knowledge necessary to take ASE certification tests. This program is evaluated and accredited by the ASE Educational Foundation, and the following subjects are ASE accredited: Maintenance and Light Repair, Engine Repair, Engine Performance, Electrical/Electronic Systems, Brakes, Steering and Suspension, Heating and Air-Conditioning, Automatic Transmissions and Manual Transmission, and Drive-Axle. Using the Inter-industry Conference on Auto Collision Repair (I-CAR) and ASE Automotive Service Excellence Curriculum, students will learn the latest techniques in automotive paints and refinishing technology, restoration, fabrication and related automotive welding technology. Students are provided with transition services to move into post-secondary education, advanced education, or apprenticeship programs which employ students for a future career in the automotive industry. The program provides students with the technical knowledge and skills for employment in the diesel industry. Diesel Engine Technology involves diagnosing and repairing the mechanisms and systems found in today’s diesel-powered vehicles. Instruction includes a combination of classroom theory and practical experience. Students gain real-world experience using the latest engine technology and diagnostic equipment, developing skills in the theory, maintenance, and troubleshooting of both outboard and inboard marine engines. Following the American Boat and Yacht Council (ABYC) standards, as well as Yamaha’s Introduction to Outboard Systems (ITOS) and Introduction to Jet Propulsion (ITJP) curriculum, students explore marine-specific systems including electrical, mechanical, cooling, fuel, and trailer maintenance. The program also emphasizes boating safety, vessel maintenance, and customer service skills—key components for a successful career in the marine industry.
