In order to facilitate a prompt, thorough and impartial investigation of alleged violation of rights, all complainants are strongly advised, but are not required, to file this form with the Office of Affirmative Action. Affirmative Action Complaint Form . View Form Procedures for Processing Internal Complaints Alleging Discrimination in the Workplace Complaint Reporting: Complaints of prohibited discrimination/harassment can be reported to the district’s Affirmative Action Officers (AA Officer: Dr. Michael B. Maschi, Assistant Superintendent) or to an individual’s supervisor or building administrator. If reporting a complaint to any of those persons presents a conflict of interest, the complaint may be filed directly to the Superintendent of Schools. All employees and applicants for employment have the right and are encouraged to immediately report suspected violations of BOE Policy 1550. Supervisory employees shall immediately report all alleged violations of the State Policy Prohibiting Discrimination in the Workplace to the district’s Affirmative Action Officer Dr. Michael B. Maschi, (Assistant Superintendent). Such a report shall include both alleged violations reported to the supervisor, and those alleged violations directly observed by the supervisor. Every effort should be made to report complaints promptly. Delays in reporting may not only hinder a proper investigation, but may also unnecessarily subject the victim to continued prohibited conduct. In order to facilitate a prompt, thorough and impartial investigation, all complainants are strongly advised, but are not required, to submit a Discrimination Complaint Processing Form. The Ocean County Vocational Technical School District shall maintain a written record of the discrimination/harassment complaint received. Written records shall be maintained as confidential records to the extent practicable and appropriate. Please complete the Affirmative Action Complaint Form and submit to Dr. Michael B. Maschi, Assistant Superintendent of Schools (mmaschi@ocvts.org ), 137 Bey Lea Road, Toms River, NJ 08753. Investigation Process: During the initial intake of a complaint, the AA Officer will obtain information regarding the complaint and determine if interim corrective measures are necessary to prevent continued violations of the State’s Policy Prohibiting Discrimination in the Workplace.. At the AA Officers’ discretion, (when necessary) a prompt, thorough, and impartial investigation into the alleged harassment or discrimination will take place. All investigations of discrimination/harassment claims shall be conducted in a way that respects, to the extent possible, the privacy of all the persons involved. Any person thought to have information relevant to the complaint shall be interviewed and such interviews shall be appropriately documented. Other acceptable methods for gathering information include but are not limited to visual inspection of relevant materials and follow-up interviews, as necessary. An investigatory report will be prepared by the AA Officer(s). The report will include: (a) a summary of the complaint; (b) a summary of the parties positions; (c) a summary of the facts developed through the investigation and (d) an analysis of the allegations and the facts. The investigatory report will be submitted to the Superintendent of Schools. Complaint Resolution: The Superintendent of Schools will review the investigatory report issued by the AA Officer(s) and make a determination as to whether the allegation of a violation of the State’s Policy Prohibiting Discrimination in the Workplace has been substantiated. If a violation has occurred, the Office of Affirmative Action, on behalf of the Superintendent of Schools, will determine the appropriate corrective measures necessary to immediately remedy the violation, including the imposition of discipline, if warranted. The Office of Affirmative Action, on behalf of the Superintendent of Schools will issue a final letter of determination to the parties. The final letter of determination will set forth the results of the investigation and the right of appeal to the Civil Service Commission (CSC). To the extent possible, the privacy of all parties involved in the process shall be maintained in the final letter of determination. The Division of EEO/AA shall be furnished with a copy of the final letter of determination. Timeline: The investigation of a complaint shall be completed and a final letter of determination shall be issued no later than 120 days after the initial intake of the complaint is completed. The time for completion of the investigation and issuance of the final letter of determination may be extended by the Superintendent of Schools for up to 60 additional days in cases involving exceptional circumstances. In the event of such extension, the Superintendent shall provide the Division of EEO/AA and all parties with written notice of any extension and shall include in the notice an explanation of the exceptional circumstances supporting the extension. Appeals Process: A complainant who is in the career or unclassified service, or who is an applicant for employment, who disagrees with the determination of the Office of Affirmative Action, may submit a written appeal, within twenty days of the receipt of the final letter of determination from the Office of Affirmative Action, to the Civil Service Commission, PO Box 312, Trenton, NJ 08625. The appeal shall be in writing and include all materials presented by the complainant at the University, the final letter of determination, the reason for the appeal and the specific relief requested. See N.J.A.C. 4A:2-1.1 et seq. External Agencies: Any employee or applicant for employment can file a complaint directly with external agencies such as the New Jersey Division on Civil Rights and the U.S. Equal Employment Opportunity Commission that investigate discrimination/harassment charges in addition to utilizing this internal procedure. Copies of complaints filed with the New Jersey Division on Civil Rights, the U.S. Equal Employment Opportunity Commission, or in court also must be submitted to the Division of EEO/AA. AFFIRMATIVE ACTION GOALS The Ocean County Vocational Technical School District will continue to maintain a harassment-free environment for all students by training administrators, teachers, and students in understanding policies and in implementing programs dealing with harassment based on race, religion, ethnicity, and gender. The Ocean County Vocational Technical School District will continue to revise curriculum to ensure the elimination of discrimination, ensure multi-cultural content, and promote understanding and mutual respect among all students. The Ocean County Vocational Technical School District will continue to provide equal and bias-free access for all students to all school facilities, courses, programs, activities, and services regardless of race, national origin, sexual orientation, gender, religion, English proficiency, socio-economic status, or disability. The Ocean County Vocational Technical School District will continue to; (a) provide equitable treatment, adequate and appropriate counseling services for all students including females, minority students, limited English-proficient students, non-college bound students, and students with disabilities; (b) ensure exposure to non-traditional career options and post-secondary opportunities for minority and female students. The Ocean County Vocational Technical School District will continue to ensure gender equity in all physical education and athletic programs, and to continue to ensure equitable opportunities for all students to participate in athletics regardless of race, national origin, gender, sexual orientation, religion, English proficiency, socio-economic status, or disability.     OCVTS | MATES - Information for Applicants. Marine Academy of Technology & Environmental Science PROGRAM AREA \ COURSE OF STUDY MARINE ACADEMY OF TECHNOLOGY & ENVIRONMENTAL SCIENCE MATES INFO FOR APPLICANTS MATES FOR THE APPLICANT The Marine Academy of Technology and Environmental Science is a public high school administered by the Ocean County Vocational Technical School district. MATES is designed to give its students a rigorous academic curriculum with concentration in the areas of math, science and technology. The school exists within the community to provide a challenging, unique, hands-on learning experience for students interested in pursuing a math or science-related career. The academy opened in September 2001 for students entering the ninth grade. STUDENT SELECTION AND ADMISSION Students are selected through a competitive application process and enter at the ninth grade level. Applicants must reside in Ocean County to be eligible for admission. All school districts in Ocean County are eligible to participate in sending applications to the program. ADMISSION To be eligible for admission the student should be enrolled in and successfully complete an eighth grade pro-gram that includes: English, math (Algebra I preferred), science, social studies and physical education. A Spanish I elective is also recommended, or a summer program equivalency will be required. TRANSPORTATION The student’s resident district will be responsible for transporting the student to MATES. PROGRAM DESCRIPTION The school day runs from 7:30AM until 1:43PM. Classes are offered in a block time similar to a typical college program. Each semester students receive a different schedule. The course of study meets and exceeds the New Jersey Student Learning standards.

    Students and staff at the OCVTS Brick Center partnered again this year with Fulfill, formerly known as the Food Bank of Monmouth and Ocean County, and RWJ Barnabas Community Medical Center to prepare meals for those in need this Thanksgiving. OCVTS Administration NOV 23, 2022 BRICK, NEW JERSEY Students and staff at the Ocean County Vocational Technical School’s Brick Center partnered again this year with Fulfill, formerly known as the Food Bank of Monmouth and Ocean County, and RWJ Barnabas Community Medical Center to prepare meals for those in need this Thanksgiving. Culinary Arts students from the Brick Center, under the direction of their Culinary Arts instructors, prepare and roast over 350 turkeys, as well as preparing traditional side dishes including: mashed potatoes, sweet potatoes, green bean casserole, stuffing, and gravy. In addition, several OCVTS Culinary Arts graduates will return to the Brick Center to lend a helping hand with this much needed community service. Many of these graduates who are currently employed in the Culinary field take time off from their work schedule in order to volunteer to be part of this extraordinary project. Massive assembly lines of students package the meals and prepare them to be distributed over several days and it is truly impressive to witness. Fundraising efforts through the OCVTS Foundation, combined with the generosity of Fulfill, RWJ Barnabas Health, and financial contributions from the public fund this annual community service project which began over 20 years ago. Fulfill provides all of the turkeys, RWJ Barnabas Community Medical Center provides all of the additional food items needed to prepare the meals, and the Ocean County Foundation for Vocational Technical Education provides the packaging and containers needed for distributing these meals. The event, spanning across five locations in Ocean County - Toms River, Brick, Jackson, Waretown, and Little Egg Harbor - witnessed an all-time high attendance of 1,832 individuals, illustrating the growing interest in CTE amid today’s dynamic industry needs. The Open House served as an eye-opening platform for high school and adult learners, eager to delve into the realms of modern careers. Attendees had the unique opportunity to engage in live program demonstrations, covering a diverse range of fields such as Construction, Engineering, Computer Technology, Automotive, Health Technologies, Culinary Arts, Applied Arts, and Cosmetology.
